If we look away from their skills and focus only attack and defense, what is the right timing to deploy the units you have been leveling up and are eager to try out?
Let's use my Hengdao as an example. They are currently lv 9 with both attack and defense 217. They will replace one unit of Varangian on my infantry gens. My Varangians are lv 20,which gives 260 attack and 190 defense. 217 doesn't seem that much worse than 260 when considering the benefits the Hengdaos will bring to the legion. But is it so that I need to add these numbers to the number of troops in the unit to see the total attack and defense? That would make 260 x 925 = 240 500 in attack for the Varangians and 625 x 217 = 135 625 for the Hengdaos. In that case, it does not seem to be a good idea. Please educate me on this matter anybody. A few things I'd consider is the attack bonus (leftmost skill) plus the charge &/or detour chances. The closer the percentages are, the better.
But, if you feel that the Legion or individual skills are worth it, go ahead at any time. My Hengdao troops are probably lvl 6 or below, replacing a lvl 16 Viking Raider or Varangian Guard or a lvl 9 Ravenna Crossbowman.

I don't do any math calculations, I have a simple rule, when T6 reaches LV12 it is ready to replace T5 LV20, T5 LV12 replaces T4 LV20, and so on. Of course I don't change those units that have important skills for me, for example I will never change Mongolian Riders, even if T6 is LV20, they will always be part of my legion (MR+IBC+MA).

I did a little test today with Harald Hardrada. I attacked (with outburst) a tripple range gen in Templar's Treasure 5 times. I then replaced one Varangian (lv 20) with a Hengdao (lv 10) and redid the test: Test 1 (NHA 18,VG 20,VG 20): Average DMG given 2091 and taken 753. Test 2 (NHA 18,VG 20,HB 10): Average DMG given 1848 and taken 592. Implementing on lv 10 seems premature. But the advice from hrabrimalitoster may be spot on (implement at lv 12).

The break even when looking at the formula is
atk*(troops/133)^0.5 and even though you said not considering skills, here it's important to point out that Hengdao get boosted by master swordsman, while Varangians and NHA take advantage of master of assault. Defensively, only def stat matters (higher troops allow to take more damage but don't reduce dmg)
Also when combining hengdao + other melee inf, their -15% and -20% from ranged attacks stack multiplicatively.
