Is he IAP? Also pls show his weapon. He is IAP along with his weapon, but you must buy medals to get him just like Robin Hood and William the Conqueror. His weapon is Administration and Archery. |

What is his gems setup for being best consul? no need for gems as the skills are made to be the best consul .. maybe administration gems to increase its points... i hate this as f2p... im just bitter.... A bit of a shame yes but this is clearly the way ET is going gradually… soon loot boxes? Used to be you paid 4 bucks and got a whole game. This is what attracted me to ET games in the first place. Just a regular mobile game, you pay a small amount of money and you get a game. That’s why I refuse to pay now, it would be encouraging them  Also because once you start then you might as well buy everything. And then you’re looking at hundreds. I wouldn’t mind paying 10 bucks or even 20 to get things unlocked if that was the only thing. Sort of like a lite free version and a full payable version. But here they make everything paid for (gens, gem slots, medals, etc etc), so I am sorry but I do not subscribe to that philosophy. |

Without lobbyst and logistic expert no one could become best consul. New consul skills aren't better than those imo.
That's why it is interesting what is the equipment and gems he needs to become better. Right now I still think Justinian is better as it is easy to give him Economics, Strategist, Goodwill Ambassador and he will also have 150+ admin.

I would prefer MR+Ravenna+Dragoon instead of Yours Yes it is weaker damagewise but can move mountains and has more attacks. |

That may be the case, but really you don't need him. Just resort to using the gem system. Honestly, strategist and military motivation aren't really all that important. They come in handy but you can get around it. As for me, I gave my Justinian Economics Lvl. 2 and Internal Affairs Lvl. 2. He does just fine in my book.
