That may be the case, but really you don't need him. Just resort to using the gem system. Honestly, strategist and military motivation aren't really all that important. They come in handy but you can get around it. As for me, I gave my Justinian Economics Lvl. 2 and Internal Affairs Lvl. 2. He does just fine in my book. . I just make an iron conquest my score improve of 40 k just by using Charles VII has a consul during all the game . The fact to be able to go nuts with recruitement is a game changer !!! |

Without lobbyst and logistic expert no one could become best consul. New consul skills aren't better than those imo. That's why it is interesting what is the equipment and gems he needs to become better. Right now I still think Justinian is better as it is easy to give him Economics, Strategist, Goodwill Ambassador and he will also have 150+ admin. Charles has all you want and additional -20% special units cost with 170+ admin. About fighting, he can have perfect legion mobi skill set w/o Mongolian raider (and that means triple t6 legion), Mili motivation gives %bonus damage based on admin capability. Both of those make him hit very very hard. I faced a maxed-out Charles VII in Territory: Battle mode a few days ago. He was alone so I was careless in the beginning. He ended up taking ten of my generals with him. Hitting 2000+ when he countered. |

Hitting 2000+ when he countered. This is just an example of proper legion setup, gems combination, and lvl of troops. Timur or Black Prince would do 2500+ in the same situation and the same setup. Found and example for you: Charles with 20lvl dragoons receives significantly more dmg from Black Prince counterattack (even with 12-17 lvl units) than his own attack dmg.  |

The description of Internal Affairs says it reduces the cost of resolutions and moving the capital. What exactly is "resolutions"? Is that policy cost?

I'd say this Charles is far from his max potential. The one I faced use Dragoon, IBC, and Mumluk (I think). He also has all of his sockets filled with max level admin gems. |

Charles VII is the best Admin IAP general that you can have
But if you are an F2P you can still resort to Justinian
