Your problem is that you consider war gear as a constant item, but the proper usage is: equip it before attack a strong archer unit and switch to another item after attack

You can do this if you generate enough item points but when you got let s say + 2 general . You doesn’t have necessarily enough item points to do this

War Drums. Without them or an excess of them, we'd probably get 1 less enemy legion per drum spent, depending on the forecasted average consumption rate. Or 1 enemy legion would have its reinforced status revoked.
At this point, the real problem is the spam issue. Or oddly specific mechanics that require very specific movements and drums.
Controversial opinion inside. You have been notified. Edit: The banners do nothing against scripted morale drops, if I'm not wrong.
