Your problem is that you consider war gear as a constant item, but the proper usage is: equip it before attack a strong archer unit and switch to another item after attack |

You can do this if you generate enough item points but when you got let s say + 2 general . You doesn’t have necessarily enough item points to do this  |

War Drums. Without them or an excess of them, we'd probably get 1 less enemy legion per drum spent, depending on the forecasted average consumption rate.
Or 1 enemy legion would have its reinforced status revoked.
At this point, the real problem is the spam issue. Or oddly specific mechanics that require very specific movements and drums.
