I can’t get past exploiting the boundary stage 2. I try quickly attacking the first city I can but the enemy just keeps spamming units and destroying my Allie’s before I can do anything

I'm fairly sure I attacked the SW city, then the S city before attacking the N city. This was in Normal mode.
I probably used Justinian or Narses to hold the NW city.
Either your troops get much better and power through very quickly and/or you spam war drums.
