What to choose for Gems Consul Justinian?
Economy: +10% taxes. Two useful jewels (administration) and one useless (+ title, Justinian and so emperor).
Interior management: -10% of the cost of buying troops and hiring generals in the tavern (!!!). One useful jewel (administration) and two limited useful ones (recovery and damage reduction - Justinian mostly sits in the capital).

You should be pumping out more than the 250 troops limit on the larger maps if you spam admin gens in your capital |

I could not bring myself to put strategist on justinian. Would ruin his admin stat, and make policies super expensive.
As f2p obviously. If p2w then of course just splurge and put more gems everywhere and use strategist on his unique weapon.
Much prefer fortification expert as f2p (1 green, two white) or even 3x admin gem.
Can even do fortification expert lvl 2 by using lvl 4 gems.

It is difficult to tell precisely, because our troops inside cities fight most of the time during AI's turn. So my only hope is that ET are true to their word  I think it is still better than 3 administration gems because the difference between 150 administration points and 165-170 points is fairly marginal. |
