Basically I have noticed that the stell crossbow the two handed war axe and the nisean horse is better than the halberd, the pole axe and the steel arrows, so it ain't bad in investing 2 to 3 of each for the gens right???

Over time you will end up buying all of them anyway, so it is more a question of which to get first.
And I would say probably yes those weapons you mention in campaign shop are probably better than the equivalents in territory shop.
Especially the nisean war horse is very unique and best cav weapon you can buy imo.
