I have to wait for 3 more days to get her, so cojoncio can explain better what her 5th skill does. But definitely I really like her 4 first skills. First, she has two vital skills for a Counsul: lobbyist and negotiation expert and, what is more important, both skills are lvl 2. So, it is possible to add other interesting administrative skills through gems. Second, in challenge conquests diplomacy has little to no impact, so we can use her as a income booster with an incredible survivability. I think she's able to hold vital cities in situations of endless spamming. Third, she has a f2p bond, and not the worst one, I would say.

I hear you say that she is great, but could you elaborate, please? Are you meaning great for replacing Justinian or in addition to him and Theodora? And exactly what makes her great? I'm using two consuls for conquest challenge and once per turn you can switch between them.
Justinian's job is to provide a boost to income by allowing me to field more troops with no penalty (strategist) and if you have above 150 points in admin you get more taxes. (for example 180 admin --> 30/300=10% extra income). Lobbyist2 is useful so that nations that get payed the initial +30 diplomacy blackmail will become my allies eventually and don't demand more money every few rounds.
Sofia makes short 1 turn appearances after 20-30 turns to actually do the diplomacy stuff with Negotiation Expert2 and Goodwill Ambassador2. Most countries will now improve by 15 points with the third gift option and there is a good chance for becoming allies at ~60 relation points. She also has Strategist so that I don't suddenly lose 35% income but she still generates less due to fewer admin capability and damaged cities not being compensated by logistics. (but that's roughly 15-20%)
So far, Eleanor of Aquitaine could do this job of assistant to Justinian, but she only had Lobbyist2 and needed both diplomacy skills lv2 via gems and golden equipment. Sofia only needs one added and her 5th skill provides self heal and morale boost when no enemies are around. And yes, the bond (Giovanni, Constantine XI) is great, +3 war gear points is really needed when we have to switch between ships and siege equipment.
Note that it is also possible to change Justinian's gear/gems to reach the same effects without drawbacks but it takes time to exit, swap and reload every time you want to passage/ally a country.

thats what i do with justinian. i swap gears every time and its handful. but with sophia i can have them without switching every now and then. maybe add sophia with logistic expert skill and strategist. and have high admin points. and she became the best consul using diplomacy.
