It's still Justinian the best consul right now? As a F2P player, his two given skills are very much worth it, UNLESS you're playing on 80 points challenge mode. Then, +5 diplomatic points per turn may not be as good. Plus, you can give him a unique weapon for some good consul skills as well. If you want to end the game quickly by giving gifts in a turn, Theodora's +5 gifting bonus is a good deal. Not sure if there's anyone else with this skill at this level. |

Charles VII
He's the best consul in the game and at least can have up to 150+ Admin point (if you didn't add other consul skill from gems combo you can have 200+ admin point just from all in white gems on three slot equipment), 3/5 of his skills is consul skill, so he can have up to 6 consul skill which is very broken and helful on that scary 80 point of conquest
