Hi,
another thing not explained well in the game: How do Elite Arms work? Is it a permanent boost to the specific unit forever, or do I have to apply it to a unit in a mission? If it is the latter, does the item then vanish forever or can I apply it in every mission once?

Once you unlock the upgrade, you can upgrade any one unit of that name and country of origin to its corresponding elite form. This can only be done once for units of that name and origin within that mission.
Eg. You are playing the Battle of Zama campaign. You can upgrade only one Roman "Heavy Inf" unit to one Roman "Elite Heavy Inf" unit within that battle. This is regardless of how many heavy inf units you have/deploy within the mission.
If you have more than one elite unit unlocked, you may upgrade them within the same battle.
Eg. Roman heavy cav => Roman elite heavy cav.
These elite troop upgrades aren't single-use, compared to the Supply Packages. You can reuse them in other missions as well.
