Great administrative general and mother of destruction. This is coming from somebody who has Justinian and his unique equipment. To me, he doesn't even compare to Beaufort in both offensive and administrative abilities. 5* in my book.

She's also a lot cheaper and doesn't really require a unique weapon. Maybe I'm overhyping her. Perhaps I'm not. But do get her if you're starting out, or you're up-to-date. Charles VII but not $50 (for both general and weapon).

But, likely, they compare him to Justinian WITH his personal weapon  |

How does Military Motivation work? Does it increase dmg of all ranged units (incl other generals) or only her range units? What is the % of increased dmg?

Without that challenge conquests are a nightmare. She might be better for normal conquests.. |

That's why Easytech has given us the ability to add gems. I'm going to give her all my administration gems anyway; Lobbyist is 2 admin gems + 1 red gem. No biggy unless you decide she's not a priority.

f2p Justinian's only advantage could be inherently having logistics, but since the new swordsmen talent helps recovering city HP, he loses his place as main consul.
However, for the first few turns of 80 pts challenge conquest, it's actually profitable to get low tax income (bribes are based on this). So I still use 150 admin Justinian until every important nation gets their money before Margaret takes over.
