He's my 10th(?) gen and first pure inf gen. He has a slight advantage over Rundstedt in terms of potential and now I narrowed it down to 3 skills: 1. Guerilla. Inf is obviously the squishest unit of them all and they have to get up close and personal with enemy troops. This would enable them to dodge counterattacks and live longer. 2. Rumour. I plan to pair this with Guerilla like Guderian with Blutzkrieg + Rumour. Since inf can and should be used as supports, this is really helpful. Also works if inf is used as an attack as evident from using Konev in inf Invasions. 3. Inf Leader. Guaranteed critical hit (probably with max dmg or high dmg output), a very important skill to improve his damage output. Which should I pick?

Honestly, an EC with Raider, Guerilla, Inf Leader, Rumour and, IMO, Crowd Tactics, would be the best. Too bad our best inf choices have 1-2 bad skills that wrecked their potentials.

Rumor and guerilla are survivability skills, but if your infantry general's gonna take 300 damage from a titan tank anyway then those skills won't be able to save him. Infantry generals are useless in scenario but insane in warzone and frontier, because they satisfy a damage-only niche. Explosives helps them easily do 200+ damage against forts, similar to what Konev (w/o explosives) and Guderian (w/ explosives) can achieve.

Infantry shouldn’t be attacking other units, just (usually empty) cuties. Explosives is a must, the other perk for whatever you need specifically.

I use Yamashita, as a pure infantry gen. Ideal for commandoes with only inf. Skills Rundstedt,and MacArthur i also have and use with explosives and any inf. Skill i have a medal for, in Doom and frontier. I can also use Graziani on infantry as his 3 base skills are ambigous and with explosives and rumor, he can be used on any ground unit. Yamashita is pure infantry skills, like Donitz is pure Navy with only Rumor, and Manstein is pure tank skills.
