Simple answer: A augustus helmet / augustus armor / dragon shield and B art of war (or sth else with mobility like caduceus and golden feather)
Boring but true: you shouldnt use this general if you are going for the meta. He has a rather unfortunate combination of both offensive and defensive skills, all of which are mediocre at best.
Long answer: whats your team. And what role shall he fulfill? Anyway using him as a tank who attacks archers could work. Art of war for extra mobility. 1. Why not a high morale item? It seems wasted bc of lack of extra crit skill Roar. 2. Why not a crossbow for crit? Idk he doesnt have inf commander, wont attack enough times to crit often. And a single crossbow is not enough to change that 3. why not morale with crossbow? He still only attacks 1 time, and his skills dont rly complement him. he just is not a damage dealer. And taking away that high morale item from sb who can use it better would be a crime Ok this means lets make him a def gen. Thats why either hp or def boost or both. Now he can attack archers on his turn. And trough smart positioning he will be a tank to counter (skill + inf skill) counterattack on the enemies turn. He will have hp and def to soak it up. Well even as a tank still not as good as others bc he lacks ambush or especially shield wall...
PS not a recomended gen. You probably know already but in case you dont: you want to have pompey and vercingetorx as inf generals, or rather they are strongly recommended.

I am a big fan of Sertorius of Roman history, but even that wouldn't force me to purchase him in GCR. Not only above mentioned generals are better, but also a half a dozen more, including cheaper, much cheaper and free Infantry generals like Labienus or Aetius. Seriously, even Flaminius and Ambiorix can be better in certain circumstances. High moral is the best possible talent early in the game, and Flaminius has Heavy Roman Infantry (otherwise unused) as his special unit.
Honestly speaking, the best way to solve your problem is to dismiss Sertorius and to hire either Pompey or Verzy.

Ambiorix is useful only for early game if you need a budget infantry general, if you can afford Sertorius you're not in that situation. As for Flaminius, sure, he has a type to himself, but heavy infantry even with elite armor isn't that much better than standard legionary, and Flaminius has only seven levels and one skill. Even mediocre generals like Agrippa (who's worth getting anyway for navy) seem better. Fully agree with the rest of the analysis though. I don't see any good reason for Bato not to be your third infantry general (Pompey is the only tanky defensive general you need). But even if you really want a specialized archer killer, why not Burebista? And even then why not Bato?

Well, obviously I went too far to underline my point but only just As for a third Infantry general, I believe, Aetius is a very good (and a free one) candidate. Now I am toying with an idea to complete the game with only 9 generals, and, definitely, Aetius will be one of them.
