I was thinking of either Cover or street fighting, since he's mainly gonna be sitting in a city. but cover can protect him from a lot of things

I'm not really a fan of low rng-based skills. You also usually wouldn't want to put Arnold on the front lines, but slightly behind so he can deal with troops that sneak behind your generals. He has rumor anyway which is more than enough to protect him. Tech expert (scenario) or econ expert (frontier/warzone) are what I would use.
