He could have had formation instead of sailor. However, Easytech decides that Brock in the headquarters should have sailor!!!
Bugle + Formation makes him a top tier Infantry general, with Assault Art's nice bonus.
Versatility: ★★☆☆☆
He has at least 2 stars on all categories, so I'd give him 2 stars on versatility.
Training 4 stars and Assault Art would make him a little better than mediocre non-infantry tier-1 gens.
Nontheless, his value does not lie on Versatiliy, so that's alright.
Infantry Capabilities: ★★★★★ or ★★★★☆
5 stars for formation one, 4 stars for sailor.
I would like to justify my scale first. I'd give 6 stars to perfect generals such as Lan. However, perfect generals are way too rare, so I give out 5 stars for those below that.
Formation + Bugle gives a nice output that beats Wellington. (who is known being 'the best infantry general' in the game) Additionally, Assault Art exists.
Sailor reduces the output somewhat, but Bugle + Assault Art still exceeds Wellington's output with only Bugle and Leadership.
Brock technically has four skills that all work together for one sepcialized job, though banner isn't good (btw sailor is marginally better than banner imo)
Only if he had formation, he would be an amazing headquarters general. He even has 4 training stars, which is pretty nice.
Just need to give him one infantry star and he would be quite godly. But, sailor one... makes me cry...

The problem, he is an infantry specialized general. Do we really need an infantry ,or even worse Fort, -specialists ? Sailor is not so bad, it gives one extra hand in sea battles - as he has no MassFire - one snair and the extra hand for an item - this can give flat +6, more than formation can provide. I think so too, to rate Sailor a bit higher than Banner. Banner is interresting because it is the only capebility to influencen your allies, but only+2 is not strong enough to make significant changes, and item slots are too limited to have a set of banners aviable.
radiofuhrerbunker: can someone provide link of WC4 Glory mod. That doesn't crash when using airforce and has no sound issue fixed. Feels kinda boring to play without BGM and SFX
