What level should my tech, armies and unit should since I am stuck on Europe Level 12

Tech Level right now
Infantry level 15
Fort level 1
Anti Air Level 1
Tank level 15
Artillery Level 15
Air force Level 10
Navy level 10

Armies:
T-34 Level 11
T-72 Level 7
Dana level 9
Navel Type 45 level 3 & Kilo Level 4
Su27 Level 6

should I keep upgrading before I do this mission again
