Most of them already come with Privileges, Daily Rewards, and a mix of mediocre to good to potentially OP skills.
Now, we have skins like Crusader King Lionheart who has "AOE" interception with a lower cooldown (or equal if his equipment only lowers the active of Interception by 1 turn), Genghis Khan whose skill has 2-hex hit range (I'm very sure it wasn't in the description), Saladin who gave up Detain for Yelu Dashi's skill but gets up to 2 uses per turn and +4 mobility points in total (which could be excellent like using the +2 movement skill on gens who ran out) with a 1-turn cooldown, and so on.
I'm not sure if these skins' potential is reflected in the points calculation for Territory and Expedition, but they certainly add a lot of punch. Plus, many times, they come as gifts with other goodies included.
We see more OP gens or gens with excellent to OP skills get locked behind moderate to extremely expensive pay walls, but these early purchases get buffs for practically nothing. I dislike this Grand Canyon wide gap between F2P and IAP players, so I'm wondering if anyone else is of the same opinion.

I think that IAP purchases make a difference only when made on a gigantic scale. If a player bought only Richard or Saladin he is in the same boat as f2p players. His advantage over them is almost non-existent.

Proof of honor, makes a big difference between p2w and f2p players, I still think it's the best investment in this game.

His advantage over them is almost non-existent. But with the advent of skins and the gifts that came with these skins, these gens are suddenly that much more powerful than before for a cost of... nothing. In another example, what cost had to be paid, besides the initial purchase, for Genghis Khan to get 2-hex range on his active?

The main goal is not to reward players who already have these generals, but rather to stimulate new purchases of an old product. I think for players who were sitting on the fence and contemplating whether to buy these generals or not it may be a decisive factor.
