Does anyone know the mechanics of Assemble, the 5th skill of Jannisariea unlocked from their talent upgrades?

At the beginning of a new turn, if your allies are surrounded, increase your morale +5, and your allies +3.

At the beginning of a new turn, if your allies are surrounded, increase your morale +5, and your allies +3. Yeah that’s what it says in the skill description, I know. But what is meant by “allies” and what by “surrounded”? Does it have to be an allied troop that is anywhere in the map, or in the same region? Does it have to be completely trapped by 6 enemy hexes, or is 2 or 4 enough to activate? No way for anyone to know unless they have this unlocked already. |

The skill only activates when the Janissary standing near the ally who is surrounded by 3-5 enemies. |
