I want to have full team of 15 generals as an F2P. I plan that 4 of them are navy generals: 2 navy-airforce hybrid generals (Nimitz and Yamamoto) and 2 pure navy generals (Donitz and Mountbatten/Nagumo).
I think that Nagumo's Shelter skill is too niche because naval units receive more damage from other naval units in total according to my experience. Therefore, I think that Mountbatten's Depot Ship skill is slightly more useful than Nagumo's Shelter skill.
On the other hand, I think that Nagumo's 6-star Navy could outperform Mountbatten's 5 star, but I have never compared the two on sea. Mountbatten also has the potential mobility advantage.
So, any suggestions?

How I see these two in my opinion:
Nagumo: + High damage using Navy units + Can become a good back-up Airforce general - Low movement
Mountbatten: + Decent damage using Navy units + Can become an Artillery general with Airforce damage + High movement - Weaker damage than Nagumo
Rumor is great on both of them.
My conclusion: Pick Nagumo if you are looking for more damage
Pick Mountbatten for more movement and as a hybrid Navy/Artillery/Airforce

Why get more navy generals than Nimitz and Donitz?

Neither. I did same and actually tried both and though I liked both, i realized that Donitz, Yamamoto were enough with Nimitz. Ive ended the game and only have the Storm/Warzone challenges for ribbons left and found that you need all gens possible. Though i have Donitz, Yamamoto and Nimitz, I do well with just Donitz, and use Yamamoto as hybrid arty/air, and Nimitz as infantry/air hybrid. I have 16 gens. 5 Armor, 5 artillery, and 5 infantry so i can use the armor, arty, and inf. Special medals in each of the storm scenarios. Hybrids help in these such as Monty (tank/air) Bradley(multi role), Yamamoto(art./air), Graziani(tank/inf), and with stars in arty, even Rommel can be used on artillery if needed. Example, Inf: Rundsted, Yamashita, MacArthur, Graziani, Nimitz Art: Konev, Leeb, Yamamoto, Zhang zz, Bradley Arm: Manstein, Guderian, Rommel, Rokosovsky, Montgomery With these i can have 5 task forces, each with a gen. From each branch to exploit the great soldier, artillery legend, panzer elite, etc. Medals. Its only painful switching around medals to each if the gens per task force, as you cannot use the same general twice, and having a knack for finding the rght combos is a bonus.

uneable16, I completed the game with Nagumo as my main navy general. So I can say that, at the very least, he is good enough if you can't (don't want to) have Nimitz or Donitz.

uneable16, By the way, now you can have up to 26 generals, not 15 as it used to be before the latest update.
