Just got to the daily reward for him and unlocked him.
If you have Donitz and either Nimitz, Raeder, or Eisenhower, then there’s no reason to buy him.
However, if you have only one or none of the above he is an excellent, cheap option.
Leader+Explosives is perfect for destroying cities, especially in conquests. Early warning is good for survivability.
Add rumor and you have a 4 star general!

3/4* movements (OK)
lvl 3 Fleet Leader (GOOD)
lvl 3 Early Warning (GOOD)
lVL 1 Explosive (OK)
Empty slot (Rumour or Inspiration but Rumour is better)
Free (Excellent)
>> Perfect for the F2P beginner but have to upgrade to full potential 4/5*.

He is just like Sansonetti was back in WC3.
A good starting general (and for free!), but there are definitely better options for the late game.
