Eichelberger is weaker in WC4. Had he have self-propelled artillery/explosives, he would be worth it.
I don't know about Spatz. Air generals are just merely for the aircraft carriers. I don't think Air Superiority will improve much of the weakness of air force.

pevertpanda, Luigi Sansonetti, I may be mistaken, but I think these generals were temporarily available in WC4 shop for some time after the New Year.
