Considering that we need a ton of resources on Campaign Hard for building forts, aside from Dowding, what could be a good general that can be given Economy Expert?

Considering that we need a ton of resources on Campaign Hard for building forts, aside from Dowding, what could be a good general that can be given Economy Expert? I personally use Kesselring and Arnold on top of Dowding for this role, because air generals need to sit in cities to conduct air attacks anyway. |
