Copypasting from the Bronze Tier list in Italic
Before I start this list, I have to mention that the Siege of Calais is an absolute pain for f2p like me, so I have to exclude some commanders ahead of that.
There are 5 categories that I list the value of the commanders:
Main - These are your Juggernauts who anihilate troops consistently
Secondary - These still can reach 1000 dmg reliably, however are less potent than Mains.
Support - They can do the work, but there mostly here for their skills or assisting Mains and Secondaries.
Fodder - Does exactly what it says on the tin. Their role is mostly garrison and being in the frontline to sponge attacks.
Janky - You can buy them, but it's more of their skills.
As to how I would rank these commanders
Pink = Amazing
Blue = Very good
Green = above average
Yellow = average
Orange = bad
Red = absolutely horrible, but not the worst yet.
Brown = worst of the worst generals in the Tier.
Active Skills within Silver (Refer to Ralyks' list and my Bronze list, but this will only cover the new active skills in Silver)
So, on to the Silver list. I'll be judging the commanders based on both the Silver and Bronze tier standards.
I'm increasing the standard of Silver tier because you're actually spending medals here. With the Bronze, you can make a bad purchase and recover in a day or two. Make a bad purchase in Silver, and it may take up to a week to recover the lost medals. Feel free to discuss, as my knowledge of the Silver tier isn't as sharp as my Brone tier list.

2. Composure: 30% damage reduction for level 1 isn't too awful, just too situational and anyone from level 2 and above can make it viable.
3. Solidarity: Very situational, and one that isn't useful.
4. Cavalry Commander: It's Master Arsonist, but even better.
5. Camping: 10% healing and 10% damage reduction around the commander for 2 turns. There isn't much else for me to elaborate.

Chapter 1: Last of the Romans
Alaric I: I mean, he's not completely useless with his ok infantry skills, but you have Adil I and Gunderic being more versatile with their active skills.
Aetius: The first good free commander and his skill set are pretty high leveled, and there aren't many commanders in his tier that can compete with that.
Valens: A slightly improved version of Stilicho, which isn't saying much.
Chapter 2: The Rise of Byzantium
Bessas: Just looking at his skills alone wants me to puke.
Sarus: His skill set implies he's a cavalry commander. Yet his stats are more aligned to infantry-archer. That, and he has Shackle. You have better options with the Bronze tier.
Vitiges: When he is the best commander of his Chapter, the bar is set too low.
Chapter 3 - Establishment of the Kingdom
Aethelred: Your average Defense Infantry commander
Alle: He feels like a Bronze tier commander shoved in Silver tier
Athelstan: He does have Master Arsonist level 3 and his infantry performance isn't too shabby. Not sure why his archer stat is high.
Chapter 4 - Border Crisis
Uthman: His archer skills isn't bad, but is it really necessary to buy him with medals?
Chapter 5 - Viking Invasion
Harold: He can be a good Melee Cavalry commander, even if his active skill is underleveled.
Halfdan Ragnarsson: This is what I consider as a good infantry commander.
Ivar: In the very specific niche of axes, and a strange one to have for the Viking Naval bond.
Chapter 6 - Macedonian Dynasty
Samuel of Bulgaria: Morale stat is not a compensation of your skills
Chapter 7 - House of Normandy
Matilda of Boulogne: Calmness level 3. Just add Caesar's Commentaries and you have yourself the best Support commander.
Chapter 8 - Komnenos Dynasty
Alp Arslan: A D-Inf/Archery combo, except his active skill doesn't complement his infantry attributes. And Uthman is better.
Malik Shah: Another Bronze tier commander shoved to Silver tier. Except, even the free commanders can put up a fight.
Sikelgaita: Sarus may be bad, but Sikelgaita isn't any better. At least her stats compliments her Defense Infantry skill.
Zengi: Pretty good skill set and stats overall.
Chapter 9 - Burning Crusade
Godfrey: The only man who you can maxed out Pathfinder. And while he has the Defense Infantry skill, his cavalry stat is sizable.
William I of Sicily: A great Melee Cavalry commander.
Chapter 10 - Angevin Dynasty
Eleanor of Aquitaine: She's basically Adil I, but switched the cavalry potency for archery. But she does cost medals.
Chapter 11 - Reconstruction of Byzantium
None
Chapter 12 - Ottoman Invasion
Murad II: The best Silver Tier commander and one of the F2P's best commander.
Chapter 13 - Hundred Year's War I
Edward III: A very good skill set and stats. And he has a good unique item.
Isabella: Calmness keeps her from being bad.
Philip the Good: Poor man's Isabella.
Ralph Neville: Sikelgaita for charge cavalry.
Richard of York: The infantry version of Edward III
Other (Both forgot when they unlock and/or the time and location doesn't give much to place in chapters)
Baibars: Yet another Bronze tier commander shoved to Silver tier.
Charles Martel: Probably the worst commander granted with a unique item since his skills and unique item don't mix at all. Master Shooter doens't help Frank Axemen.
Constantine XI: If it wasn't for his Bond, he would be much lower as his skill set are pretty bad.
Eleanor of Provence: Yet another Bronze tier commander shoved to Silver tier, and one that has a terrible active skill.
Elizabeth Woodville: She's actually can be pretty good with her archery.
Lady Margaret Beaufort: If you can get a high Lobbyist with a unique item, you can definitely replace Justinian.
Pepin the Short: Somehow, Pepin is a better Frank Axemen commander than his father.
Princess Sophia: Her Camping and War Support makes her a very powerful commander in combat.
