I'm still curious about how movement of units works in this game, or how terrains obstructing them. How does this works?

i thougt it was /4, so if you have 12 movement, you can move 12/4=3 hexes.
a general just add 1 movement per star.
im not so sure about terrain.

But I thought it was divided by 3, since Motorized Inf. which has 12 mobility points move 4 hex max. I still don't quite understand the terrain, though.

I would say for sure it's plain and non-plain terrain (exactly how the mountains and deserts and forests differ, I am not sure). Of course, plains give more room to move than the others (mountains may be the most restrictive -- could be wrong). Then there's the water/land divide where movement is automatically limited to 1 toward that direction regardless of available movement (including rivers doing the same thing unfortunately). All of this is the best I can figure out without extensive testing in a controlled environment (say... middle of Canada or Russia) or searching through the game data files. Erich von Manstein got some info we could use on this?
