It depends on which route you choose. Frontier (=choosing Yamashita) will take more time but give you the pershing elite unit (along with great soldier, navy and air force medal) which is more or less a cheaper super tank that can be recruited from lv1 industry cities, thus making UN hard and biographies easier. Prioritizing campaign (aka Dowding, since Yamashita won't be much help against terrorists) and exercises might be more difficult but they give medals so that you will sooner be able to get them both.
And if you like, you can use this guide I made some years ago (with a similar but by today's standards weaker team) as inspiration i just need generals for events now, i can complete all invasions with no problem, and i can do all campaign fine without any extra general, so for offensive and defensive events, which order should i go for first if i was to get yamashita, list, dowding, and would i need any other generals? like neonen or mcarthur I suggest you try the maginot line (which is the easiest of the four) and see what kind of improvement you need the most.
