Sometimes, Industry is lacking. Others, it's Technology.
Carpet Bombing looks good, but it's not relevant for the real challenge: fortresses.

If you use a lot of missiles, then technological expert is really the other choice, but if not I think camouflage, rumor or machinist are viable options, since you don’t sound like you are going to use him as support artillery or even just have him stepping out cities either.

If you aren’t done with campaign, or frequent 1 star conquests, technology expert.
Otherwise carver bombing or industry expert.

Carpet Bombing looks good, but it's not relevant for the real challenge: fortresses. Carpet bombing might have the best net effect because with a medal it makes damage against cities actually decent. If not, then industry expert (for events and warzone) is good. You could also get tech expert in anticipation for challenge conquest if the "get upgrades faster by earning more tech" mechanic still exists, but before that happens it'll be pretty useless.

I will get Industry Expert because of Dowding's main use as an air support gen who possesses economic benefits and participates jn the occasional instances of direct combat (Warzone, Frontier and some Events). Since bombing cities directly or garrisons aren't a priority, Carpet Bombing will not be used.

In all honesty, the same question has been perplexing me regarding Dowding. Ive been considering re-enlisting him, so as just not to see his offer on Domination screen any longer and free other Generals for other uses.
Warzone forced me to re-evaluate officers, skills, etc. and reconsider Dowding. So, being very deliberate and patient, i can only help in pointing out a few details. Officers perks benefit from which scenario he may be used. No sense in a production officer in a scenario with no cities, or industry for missile production when no missile sites exist or, worst yet, the production skill you have, isnt found in any city. For example, industry skill, which is boosted by its corresponding medal, and also boosts carpet bombing, will see no boost in production if no industry is on map.
I can say, I wouldn't give him camouflage (cover is better), or rumor as he is to be in a city with production and air. Either another production skill, carpet bombing would wire him for inland air support.
I use Yamamoto as an Air command General. His skills were Rumor and cover, then let Nimitz, Donitz and Horton do sea operations so could gear Yamamoto more towards Air. Thinking Industry skill whose medal also boosts carpet bombing, and the other slot for either economy, Aces, cover or just leave with rumor. Im Leaning towards Aces and Industry... And another reason why im considering qdding Dowding.

Just clear one thing for you: Except for missions that don’t let you get resources via city productions, expert skills can cause cities to produce resource points without corresponding facilities, I had in occasions used technological expert to make recruitment of 2+ tank/artillery elite force units possible with all cities under control only produce money and industrial points in default.

I tried Yamamoto with industrial skill in city without industries in my experiment account and saw no change, but maybe it was because of what you pointed out, the mission. Thanks for the heads up will experiment in other again.
