Here's a mysterious factor. It was mentioned in one of the hime questions that one form of upgrading gens does help with managing food consumption, but I'm fairly sure levelling gens isn't that form.
What effects does it even have? How do you consistently farm exp? I used Saito Dousan to deal a finishing blow in a Hard campaign, never-mind that he might've beaten a unit using a critical hit, but his exp remained at lvl 1, 400 / 600 points.
Meanwhile, other gens have something, and the most frequently used ones are in their low 20s.

I have noticed that it is impossible to gain any experience at all in campaigns or Library chapters that are completed already. So, now, I am actually using experience scrolls to level up my newest generals.

You don’t get XP for killing stuff, merely for deploying them for the level.
One repeatable area where you can farm XP are expeditions: you get 300 per fight there.

Mostly daily pack and Expedition and reward from conquest.

In regards to the food consumption: Levelling up increases intelligence - I don't really know the rate that stats increase, but they do go up over time, and higher intelligence equals lower food consumption. In regards to farming exp: I always assign the maximum amount of generals (purples) to daily tasks, I think it gives 200 per task. Slow, but then again we may be here for a while.
