I would suggest Ukraine, it's pretty strong with 5 providences. Besides if you have also something in Africa like Algeria (4) or Libya (3), and then BEST KOREA (puny 1 providence)
Not that bad to take care of those three, what do you think? Or at least pick Ukraine to roflstomp Turkey for free (if nobody takes it) then pick something in Africa to cement our WTO rule in there.
The N&S Americas looks suicidal for our side though...
