Important is that for units which take double classes (ie, mounted archer, teppo bune), the adaptability from both applies, with prioritity given to the unit class the general is on. Take mounted archer as an example: a general with 5 MA adaptability will recieve a x 1.4. However if this same general has say, 2 points of adaptability for horse, then the 40% bonus is multiplied to include this extra 2 points (lets assume each adapatability is 8%). That means that the total is now 40 x 16%, giving us a new multiplier of 1.64 (64% dmg buff from the unit damage) Is this confirmed? If so, that makes mounted archer and mounted teppo even more OP than I thought, and I guess makes Mori very strong after all. But do you know, if MA is counted as both cavalry and archer, do skills like cavalry mastery apply? If so, Shibata Katsuie is probably the best general out there (and is a strong alternative in any case). I still have some doubts about the value of Cavalry adaptability or skills for commanding Mounted Archers. In GCR and EW7 Mounted Archers are Archers as a military branch. Period. I don't think that ET is willing to make things complicated here...

Mori IS good without any further research Good at what exactly? Jack of all trades, master of none. Even Takenaka is better than him (though I also think Takenaka is underrated) Perhaps we are speaking about two different Moris Here is mine. Just an average Mori with mostly lvl 2 equipment I don't know about IAP guys (probably Takeda is a fair rival) but among my generals Mori is the best team player and the MVP in every possible battle. And I have all noteworthy f2p generals in the game

I am sure she's great, but her talents are more defensive in nature. I believe that Date Masamune with his active skill Disorderly strike has the same (probably even better) attacking potential as Mori. We can equip him in Tenka Fubu and with a natural ability of Horse Teppo to attack again after destroying an enemy we can convert his active skill in an eternal Whirlwind of Death. Tachibana who has and excellent ability to attack again has even better chances to decrease the cooldown of her active. But, unfortunately, her active skill doesn't look great.

Her skill is great for wound soldiers, she can heal all troops around her 140 hp(I don’t know formula for her skills) up to max 6 six units at once. 80 hp is little price it will heal in 2 turns. Make her quite useful in expedition and conquest.

And I have all noteworthy f2p generals in the game I've probably been underestimating his active skill once he gets some upgrades, but it's hard to say more than that. I'm using 2 stars Takenaka with level 1 mostly purple equipment, and depending on the level he can also put out very good numbers (and his active hits harder, though only one target). Mori's initial valor stat is nothing special and his skills (except for maybe level 6) all seem kind of meh to me, without knowing the details of how morale is reflected in the damage calculation. If it's actually confirmed that archer and cavalry adaptability multiply for MA, then yes, Mori may be the best there is, otherwise I'm still unconvinced.

Mori's active skill reduces damage of all target units by 20% for two turns as well. And it has only 4 turns cooldown. I agree that some of Mori's skills are far from being spectacular. But here we have a problem of Archers as a military branch. We have only one excellent unit there and only a handful of options. In fact, Mori only has an amazing active skill and life-stealing ability. Plus HA are his specialized unit. Yet, it is more than any of his rivals could offer. For example, Tokugawa has one almost useless skill, one skill that is OK, one skill (Disorganized firing) is only good on paper but, when I fought against generals with this skill unlocked in Tenkabito, it is nothing more than a scratch. So, Tokugawa has only one good skill and an active skill that is apparently worse than Mori's. Plus, his specialized unit is weak and he doesn't have any bonus for leading HA. Plus, he doesn't have HL chapter.

An extra level of adaptability, higher valor at the start, and one great skill though the others are only OK (I agree that disorganized firing sounds better on paper than it usually is in practice). And he has an HL chapter. His active also does area damage (don't know how high or low compared to Mori's). No damage reduction, I don't know how significant that turns out to be most of the time though, generally I'm not struggling with durability even with mediocre equipment.

Unfortunately, Chosokabe's active skill is not as good as Mori's. But they work well together and in comparison to Tokugawa the unit of Chosokabe is a good one, inferior only to HA within the line.
