Mori has definitely better rewards and sweeps, but since you have invested in Tokugawa heavily, I believe, Date is probably the better choice. Date is stronger than Akechi, who is, I presume, your best Teppo general. But Mori won't strengthen your current team significantly, simply because you have only one unit of Horse Archers.
Yet, I have to note, that Mori is my favorite general out of all f2p choices there. At lvl 5 his active skill is amazing.

With the current slow progress of the game, i think picking either won't affect me heavily at the moment. Ive been trying to get Mori since i started the game but every time they decide to give me hojo, its become like a dream to obtain Mori after all this time, i just wanted to know if Date was good enough that he would affect me significantly enough to make me get him over Mori

Ive been trying to get Mori since i started the game but every time they decide to give me hojo, its become like a dream to obtain Mori after all this time, i just wanted to know if Date was good enough that he would affect me significantly enough to make me get him over Mori It is not an easy question to answer to... I am using Mori since day one, and I can say that I know his strength and weakness pretty good. Yet, if you get him now I won't be surprised that you will be disappointed at first. Quite likely Mori lvl1 is not a rival of Tokugawa lvl3. I wouldn't say that Date has skills of dream either. His "personal" set is locked behind the p2w battlepass. His active skill is good, it is a better version of Chosokabe's active. But as such it is on 5 turns cooldown. And it is still remains to be seen, whether it is reduced to 4 turns eventually or not. Some of his skills are only decent for a ranged general. For example, Guerilla. On the other hand, he doesn't have "must have" skills for a Teppo general, Precise, for example. But taking into account the fact that his specialized unit is Mounted Teppo (arguably one of the best units there, if not the best) he will increase your attacking potential more than Mori can do right now.

There was a moment when I considered exchange blue flames for him but now I think I might use Suzuki or Shimazu on the mounted teppo instead.

Yet, Guerilla provides us with an option to attack archers when needed and also targets at close range. Suzuki is probably the best Teppo Commander at start of the game but then we have a serious question about how to upgrade him in the long run. We need 120 fragments to promote a general to lvl 5 and 150 fragments for lvl 6. It is very problematic, to say the least, to solve this problem relying only on RNG fortune. So, and this was my opinion right from the start, generals with Hero chapters in the library have a huge advantage over those who don't have it. Concerning Shimazu, I like him as he is, leading his specialized unit with a good crit rate probability. Mounted Teppo don't have such a good crit rate. And, besides, Shimazu is a support general. I don't think he's good for being a damage dealer.
