I personally don't know how to rate him now because we need some time and upgrades to understand it. I am pretty sure though that with his full set he is 5*. It still remains to be seen whether his f2p version is up to the task...

His special unit I think it’s hybrid use both muskets & cavalry adaptability from my test for sometime in my Oda it’s deal significant less damage than Rain-Cov Teppo average 300~500 > 200~400 and Ieyasu also deal less dmg while using mounted archer.

I cant really make a useful deduction in combat power. My weakest teppo general is a 2star Akeichi with purple lvl1 equipment and lvl7 teppo samurai (not even a special unit). I dont like him one bit but he hit +1000dmg several times during Date chapter for no good reason while my main teppo generals were hitting 400~. Do we assume crit damage is fixed for all generals before equipment? He only has higher intelligence stat compare to other teppo generals but his crit is big idk why.
I have a 1star Date with lvl6 MT and his damage is barely noticeable 😅 idk how will it evolve though.

He adapted Motochika's active for Muskets (less impressive dmg with no side-effect), and has Motonari's set-up with mounted ranged troops. Because most cav units cannot attack again, he feels like a lesser game-shifter (not changer) and should deal the last blow for a chance to attack twice.
His set cannot be completed, right? That handicaps him a bit since his full potential is lowered compared to his version in Namioka.
He doesn't seem to have a good set-up to be a strong musketeer (a mix of Mitsuhide and Kazumasu's skills), but looks like he's meant to be a fast and mobile support, but Motonari's active performs better and Motonari can be a mobile gen with his last passive.
By the way, if your Masamune doesn't have his MT unit equipped, or perhaps any unit for that matter, the game gives you a generic version with lvl 2 / 3 MT and no equipment.

Does it affect Masamune a lot? Not really, unless we have a lot more night raids. It is not just his active skill. As in case of Motonari it is a combination of different factors. First and foremost it is his unit. If a theory that both Archer and Cavalry adaptability are needed to command Mounted Teppo most efficiently is correct (and I think it is correct) then Date Masamune is the best general for Mounted Teppo. And this unit is definitely one of the best units of the game. And, besides, it is his specialized unit after all. Then he has both - one Terrain bonus (forest) and one bonus for commanding Teppo. His active is quite good, but unlike Mori's it is less consistent (because both- weak hits and critical attacks are possible). And after obtaining his first 30 fragments we are not at the mercy of RNG anymore. So we have a clear way to upgrade him. Last but not least, we have plenty of different equipment for Teppo generals: Tenka Fubu, 3 days reign, daughter of Lightning God, One-eyed Dragon. Out of all these pieces it is possible to assemble a very potent set for Date.

Already been using him because I like his massive movement speed and repeat attack combination. Somehow my 4 star full collection of One eyed Dragon of Oshu is my third best general.

If I'm being honest, without his entire item set (the dagger is locked under IAP Battlepass) he is not worth it.
With his completed item set I rate him tied for second best musketeer under Oda Nobunaga.

On the Horse with bazooka in hands even with only few stars and without shinny- crappy Armour for me personally he is still like a Doenitz in the Water.
