Hi everyone im struggling to get past this level on hard. Even after i make the Uesugi reinforcements retreat and defeat the ikko ikki monks im still left with the 2 towns to capture which both have 3000 health units on them supported by never ending reinforcements. I put down maeda keji with horushu cav and shimazu yoshisa with his special teppo. Hashiba hideyoshi on yari sam and kuroda kanbee and other infantry generals doen later. How did you guys beat it?

After capturing Toyama, immediately go after Uozu without waiting to defeat the ikko-ikki. Make the Uesugi reinforcements retreat as fast as possible, then when you knock down the defence of the city enough, the guy defending commits suicide. Capture Uozu, clean up the defenders and head for Matsukara.
Meanwhile, spawn elite samurai with infantry generals in Toyama to take care of the counterattack (upgrade colleges everywhere). If any ikko-ikki go for your starting city, ignore them. When you have the money, destroy a building and build a factory in the south, put your best artillery general on cannons, support him with samurai from Toyama (you should be able to spawn enough to defend and contribute to the attack) and perhaps a fast unit from the north. Capture the city that unlocks in the south and join the attack on Matsukara. Use the white circle to set fire, you should have enough firepower to finish the guy or he might even leave the city - don't remember.
