Today I got my first general up to 6 stars. Based on Mori's stats (screenshots provided at the end of this post), here's how to calculate his max stats (leadership, valor, agility, intelligence):
171=94*1.5+30 144=76*1.5+30 120=60*1.5+30 180=100*1.5+30
The first number is the base stat at level 1 and with one star. For every rank up (increase in stars), stats get increased by 10% of the base stat value. At six stars, there have been 5 rank ups, hence the 1.5 multiplier. +30 comes from leveling up all the way to max.
Here's a list of all generals and their base & max stats. for comparing and maybe finding out their exact effects.
If you happen to have some maxed 6 star generals (please share screenshot), we can see if this applies to all generals.

Thanks to further examples provided by truhses and VizzyT it's possible to deduct the formula which allows us to calculate stat points at any given level and rank:
stat[stars, level] = base * {1+0.1*(stars -1)} + (level-1)
base is what a general has at one star and level 1 stars is the current amount of stars (or rank) level is the current level with one EXCEPTION: at level 30, you have to insert "31" otherwise you're one point short. I've tested this with a lv29 and lv30 version of the same general.
The provided examples give a few extra insights:
Kenshin
177=98*1.5+30 180=100*1.5+30 162=88*1.5+30 129=66*1.5+30
--> IAPs also follow the rules
Oichi 136.5=71*1.5+30 126=64*1.5+30 126=64*1.5+30 151.5=81*1.5+30
--> rounddown is applied
Ujimasa 139=78*1.5+22 107.5=57*1.5+22 101.5=53*1.5+22 136=76*1.5+22
--> the discrepancy in level-up bonus which I mentioned above

A late thank you to Kurt von Schleicher, your 6 star & lv1 generals helped to confirm the rank-up effect. And stoic provided pure eye candy love it I now have a spreadsheet with every general's base and max stats, what's the best way to share this here?

Sure thing. I have most of them except 2 black irons armor & some items from broken blades(one thing I discovered is purple items from broken blades is restocked meaning you can have more purple items from shop in my case I don’t have enough horses even with all golden horses).

Thanks for pointing that out, I wasn't sure if I made a mistake when entering pug's data that so much weapons have the same attributes.

Especially for mounts there are many with exactly the same stats.
But it's even worse. EasyTech is using a formula für giving stats to the equipment. You have a certain amount of points the designers can distribute for each item level. And there seem to be some stats already set. For Weapons it's attack and valor, for treasure intelligence, for mounts agility. But this means all builds are with little variance the same.
I prefer if you have to make decisions. If there are only a few great items and you have to decide whom to give it to, e.g. if you find agility and leadership on a few items in each category and build a tank. Like in GCR. But the only "surprise" items are the 3 recovery items.
