4 slots player here.Currently have Sulwoski,Sophia and Kutaizov with ambition for Lan and Isabelle in the future.
Should I recruit Fatimah to help out for now and then regroup her later? Because it will take a while for Sulwoski replacement to arrive(Lan) and if Isabele will cone later there won't be enough for training slot(Not to mention if I want to get Scharnost later)

In my opinion, Fatimah is not so important. She is a business princess and we do not need her always in normal campaigns. I used her in some campaigns, usually lack of money like 'Suppress Revolution' of SNS and tons of US campaigns. Can you tell me which campaign are you dealing with?

Four slots are hard - if you can, 2 more slots make the game so much nicer - this just as intro.
Use Fatima for a while in slot4: she is free !!! (even Maria is usefull for a while)
In the first 5 campaigns there is in most scenarios a role exclusive for her, to boost your economy. Look out for her light infantry and follow the path.
I enjoyed her so much, I bought after the campaign slot nr 7 just that I dont need to regroup her.

I'd prefer Arnold. As you already have Sophia and Kutaisov, I recommend against getting Scharnhorst.

I regrouped Fatimah the first time around, and I'm sorry I did. Subsequently bought slots to be able to keep her. With two trainings in business (business trainers other than Arnold at Level 1 are cheap), she is like Arnold with Napoleonic Code and this can make a big difference in high-speed, high-stakes princess runs (in both Europe and the US).
She is also good if you like to play minor nations for fun, because she helps the early growth of their economy. e.g. I just kicked off playing Sweden in 1806, and while Sweden in that year doesn't start with a trading centre, Copenhagen is very close and easy to take (report to follow soon), after which your economy becomes much more flexible with a 5* business Fatimah in it.

With 12 slots Fatimah can have a use, but otherwise it's easier to buy Arnold or regroup business trainers and get a Napoleonic code for a strong combat general

If you want to play it as "Finish all the campaigns, buy all the best items, win all the princesses and call it done", then sure. If you're like me and you like derping around with small nations for the hell of it, in conquests that take hundreds of turns, then your strong combat generals need to be out in the field doing the fighting while Fatimah sits in a trading centre (hopefully one in a Level 7 city) churning the different currencies back and forth to keep your war economy humming sweetly. Technically she doesn't really need to be made strong; but in small-nation cases where she might have to be the first general in the field on a relatively weak unit (e.g. to get the economy kick-started), she at least needs to be able to take a few hits, even if she's not going toe-to-toe-with the best.
