Guderian level if you can move 3-4 grids. Manstein level if 4-5.
Assuming inspiration + PF.

He just popped up in the shop for me. Roughly at the price of Wittman. If I didn't have Wittman I would purchase him, but medals are already spread across Guderian, Manstein and Wittman so I don't really need another Tank. If anyone tests him and provides more input that conclusion may change.

His Abrams moved 5 grids. 5 grid Abrams hits even harder than Manstein.

I’d rank him above Wittman for his first skill, which can stop enemy’s group charging or disable enemy gen surrounded by the latter’s weak units, is more versatile than Wittman.

The video does not load for me. Can you post it elsewhere? I see the weakness being at the beginning of the round, before movement, when he would be at completely average damage. And that’s without explosives!

But often tank generals need to attack at the beginning, move, then attack again. He seems to be on the level of Rokko/List, maybe slightly higher.

There's also the "then attack again" from last turn. Abrams' damage after moving is at least Guderian level. If there are units so tough that Abrams cannot finish in 2 hits, you can just stun him and leave it to Wittmann or Kluge. I'd say he's top 3 at least.

Well, I don't know if they've fixed it, but that ability also has an effect if the city runs out of life, so Abrams is excellent at raising cities.

Abrams Review:
I think he might have gone under the radar, but I want to reintroduce him to those that might be contemplating a purchase. To utilize his second unique ability Abrams needs to be quick, luckily he comes with 4/5* in Mobility. With a tier 3 mobility tank ribbon his range of motion becomes very high. Where does he shine? Definitely in the new challenge conquest. His unique abilities make him one of the best generals on the european plains. Regardless what side of the conflict we choose to support, this new mode offers up some of the most dangerous generals in the entire game. Kluge, Leeb, Manstein, Zhukov or even Eichelberger can deal incredible damage to our generals. Abrams is equipped perfectly to deal with these threats. Thanks to his high mobility he can stay out of range of a Kluge or Leeb, move into position (adjacent to targeted general) and use surrounding enemy units to lower morale of the targeted threat. When being moved before attacking his damage scales up, this allows him to one shot weaker tanks, and all non-elite artillery/infantry units. This also makes a green tank ribbon mandatory on him as he can easily keep his health up via all the kills he racks up. When transitioning him to a city capturing role he keeps his value high due to the incredible mobility, Abrams is always in the action and never lacking behind. Where does he have his weaknesses? Simply put, defense. To compensate for a lack of plain/inspiration he needs to move, thus he can't just be parked in a city for defensive purposes. When swarmed by opponents his mobility becomes constricted and his damage falters. This becomes evident in events such as Mannerheim line. Additionally when he has to go head to head with opposing generals without other exploitable enemies around then his health can quickly decrease. For pure defensive purposes Wittmann is prefferable, as he isn't depended on movement or terrain and can retreat to a city if need be. Final Evaluation:Top tier offensive tank. Only behind Manstein (on an elite tank). On par with a maxed Guderian, although Guderian is more versatile. Better then Wittmann. Easliy clears all other F2P Tanks.
