What is the best 2nd infantry general I should get(excluding tito, as he doesn’t do much damage) and should I sell Raeder for Yamaguchi or save up for Yamaguchi?

If you don't have problems with medals, buy Yamashita. Best non-IAP infantry gen.

As for Raeder, keep him. What do you really need for now? Naval or Air gen? If you need air gen, there's cheaper Dowding or you can aim Chennault from challenge conquest. But if you need Naval gen (for example to complete pacific event) pick Mikawa, Nimitz, or even Donitz.
