This is what happens when you're too good at melee but forgot to develop yourself. For a easy reference, he's an inf-tank hybrid with the most important tank skill for output: Armoured Assault. With Crossfire, Armoured Assault and equal maximum potential of 5*, it's a no-brainer to give him Panzer Leader, right? Too bad he has Street Fighting. I'd rather stick a Rumour on and turn him into Rommel lite.
In Warzone, he's decent. You can use him at his best - tanks - but if you've too many tank gens, throw him on an inf unit.

Of course, is someone has 17 (or more) generals his talents are not that impressive. But if we evaluate him as he is - a general we get for free after 3 days since starting the game - he's very good and helpful on many occasions.

When we don't need to upgrade Rokko's 6* to finish campaign until easy level modern war.

There were prominent Pavlovs with one Golden star, including Pavlov you mentioned, the Hero of Stalingrad. Yet, there were others. For example, one Pavlov (Hero of USSR too) was shot for criminal incompetence (he was made a scapegoat for early disasters of the Red Army). So, I don't think it is possible to tell with precision what Pavlov we are talking about here. The portrait I presume is of middle-aged Zhukov (who was the Hero of USSR 3 times during the war)

It's very funny because we nickname 3 great Soviet generals in WW2 (Zhukov, Roko, Konev) the "Troika" and 3 awful ones (Pavlov, Sokolovsky, Yeryomenko) the "3 Hearses". And in WC4 none of the "3 Hearses" are bad, even better than the likes of Govorov.

Erich von Manstein As it was in some other ET games they face a serious dilemma as the game is in development. Namely what to do with new generals. On one hand they shouldn't be worse than existing generals (otherwise what is the point in releasing them), on the other they already used majority of "big names".
