I looking at 2 RPG maker but I can't add weapon like guns to the game. But it can be for PC or in mobile mostly for android. But it will have touch controls since I can't add a touchpad to the game. But I see what I can do. I'll post more later on

You may include a small copy of the client program in shipping your game. It should work on PCs I believe. In order to export the game file into an usable format for an alternative system like android... a paid subscription would be necessary. The site lists it at $10/mo or $100/yr. It's up to you to consider if it's worthwhile to pay for it or not. It's certainly interesting and different from the RPGmaker series. Maybe you can download it for free and try it out for a week then decide if it's worth it or not. It's hard to find a good game engine that allows sufficient freedom and features. Either it requires an expense that makes it pointless (unless it's an expensive hobby), or it's a blank slate engine that uses an extensive coding format which requires strong programming background/experience. It's hard to find something for a low price that doesn't really require you to build up pratically every single thing in coding from stratch. Either that or find a really lousy editor that doesn't allow you much freedom, but it would be for free or something. Sorry I'll put in a TL;DR version: 3 options - A)pay crazy amount of money for a specialized editor/engine that does the most of the coding work for you and allows many features to be incorporated into your game. B)find something like Unity 3D, python, etc... learn how to program extensively deep. Pull it off really good in 5 years (unless you have a crack team of experts on the project) C)use something cheap and very limited to enjoy making a fairly simple RPG but it can tell a very good story.
