Monty doesn't perform well on normal tanks at all. He works best on heavies. Since you're in 1941 Eastern I probably wouldn't have bought him since in that campaign Timo is often enough for your tank needs. But well hopefully Monty will perform to your liking later on heavies...
Of course if you made a cloud save before buying him you could roll back to that, or you could just reset all the way to the beginning. But since you can't sell generals if you don't do either you'll just have to use him until you get someone more to your liking.
Oh and Timo actually works his best in 1941 Eastern. He likes the snow. I don't blame him, I like the snow too.
And crazy to think this is my 150th post on this forum. It feels like I only started posting yesterday.

Airi Momoi, After some consideration, I put him as aircraft carrier/air support commander after got perfect in battle of Taranto Litellary Dowding with 4 stars tank ability

Nah, Eastern Front 1941 is very easy to complete even if it is your first time by just using free generals. I recommend saving your medals to buy Axis generals such as Guderian or Leeb if you don't have. Or else, save your medals to buy a naval commander for Axis campaigns in Pacific War 1942 or buy MacArthur.

All tank generals do the same job that is main damage dealer along with ATK infantry and Artillery,Allied tank general don't do well on Med as much as Heavies (Obvious expection here are Patton and Vatutin) as they have no Tide of Iron so don't expect your Monty or Patton to do +75 damage against tanks and infantry on Med as Guderian and Rommel does on Med |
