Infantry is the most common unit, armour lives long and hits somewhat hard, and arty hits very hard. Any of these three, IMO. Plus, with your admiral, navy can be set as last place. Eventually, I think tank and arty beat inf in terms of damage per second, as well as survivability (armour can tank the dmg  while arty just need good support or strong attacks). IIRC, North Africa should favour inf and tank (mobility) while Europe 1944 favours arty and tanks (firepower and survivabikity). You can consider these. |

Voted artillery, then saw your on Pacific....
Imo infantry is best investment you can make, Pacific missions are really hard for axis without good inf generals AND tech
