I would like to share a setup I made for a refresh farm using France Europe 1809 Conquest. It yields 1.5 refreshes per 3.5 minutes.
The strategy for the run is to 1 try keep every enemy general alive until the last turn and 2 to make enemies with as many countries as possible in order to get more generals to kill. It is a bit tedious to set up because RNG sometimes makes ally countries forgive you stealing 3-4 cities (it's rare to be able to steal, troops sit in cities), and sometimes generals accidentally die, either killing themselves attacking you, or under enemy fire.
To try prevent accidents best, S&L to make allies neutral if green*, enemies if red*, surround everything to protect from everything, and starve everyone as fast as possible so they freeze. [Some allies turn red when made enemy, others turn green. The red countries you can make enemies freely because you then protect them from red attacks. To be green allies are best kept neutral because you don't have to deal with them attacking you, they become easily starved.] Optimally keep generals as healthy as possible, surround with line infantry, then pay attention and replace as necessary, so cav generals don't kill your units and run off.
I managed a save where I have 47 enemy generals on 1-2 hp and then I just kill everyone in 1 turn, 47 attacks. It's good to have them confused or attack with range, so as to not have to deal with double battle animations, it's also good to zoom out as much as possible. Voila - 3 refreshes in 94attacks+2s&l or 7 minutes. I can see it optimized, 1 if one focuses only on killing specific close 3-formation generals in central eastern europe and then s&l (I'll update) and 2 doubly if the rocket trick guide gives additional refresh for killing one's own units (then move low hp units under friendly rocket fire) but that I won't set up, it's too annoying. I attach an image to show how it looks like.
