Oh, yes, there is another drawback as well. All new generals have only 4 ranks in the Way of Honor That means that Marcus, for example, could have only 4 buffs in comparison to Anthony's 6. Besides his overall attack is lower. He still has Guerilla instead of Anthony's useless skill, but they are very close when we choose between them... Oh well, I didn't consider this. Switching between siegecraft, defense in depth and holy dmg is a little annoying but the question is whether we want to give them so many badges in the first place.
Trojan horse is a fitting description for the free four/three, because every medal, badge, purple gem etc you give them could be invested into a general with more potential.
And, Airi Momoi, Antony is a fixed general in some of the more difficult Hero Legends, so he will be useful at one point (even if you just use him without upgrades and sell him afterwards).

Well, in GCR it isn't that hard getting as many medals as you want, so a player has a luxury to ignore the cost. Besides, the rank of these two generals is different too. And you need to spend something like 400 medals to upgrade Marcus up to the rank of Anthony. It is possible, of course, to use Marcus as he is, but the limit of ranks are quite significant in GCR. He won't be able to command a full legion of 5 units, making him vulnerable in defense and not as efficient in attack as his rivals might be. So, it is not so simple and straightforward with these new "free" generals. Trojan horse was also a gift after all True, but it's still less than Antony, and for those who are building a cavalry commander they're probably not planning on using Marcus or Antony in the endgame. Before the really difficult stuff Marcus is entirely useable as a decent cavalry general even if he's not at his full potential (ie: without spending any medals), but to even use Antony you have to sink some medals in. Also I think each free general adds a general slot so you don't have to worry about them taking up too much space. So they really are no strings attached with the option of augmenting them if you so wish. I can't say they are bad. On the contrary, they have mostly good skills. It is just not entirely clear how to use them, especially in the long run. I restarted the game to test them and I am trying to be open-minded. But when compared to top tier historical generals they have one small disadvantage here, another small disadvantage there... And GCR, like chess, is a game of accumulating small advantages (not disadvantages) to convert them eventually in a strategic winning position. I presume we can't use them in Hero legends as pre-deployed generals. They are not very impressive for Epic war scenarios. In conquests the less generals you use - the higher the score you get. So, only campaigns and arena fights remain. The fact of the matter is, however, that both don't require a large number of generals to advance.

He's a handy backup for DBs for quite a while (although with elite armor available now that's a bit less important) and he still has a spot in my arena lineup. Admittedly Marcus might change that, but by the time you really don't have any use for him 93 medals is peanuts anyway.

Honestly I'm glad they haven't abandoned this game and I'm glad that none of the generic units can really fully replace the historical generals. I've definitely gotten attached to the historical personas and it's a little harder to connect with four generic guys who look just like your commander. I've definitely mixed up Faustus and Caelus in arena because the plume color is harder to parse out with icons that small.
But the fact that Antony, Pacorus, and others all still has a place warms my heart... wait, we're still replacing Agrippa/Cleo?

Honestly I'm glad they haven't abandoned this game and I'm glad that none of the generic units can really fully replace the historical generals. I've definitely gotten attached to the historical personas and it's a little harder to connect with four generic guys who look just like your commander. I've definitely mixed up Faustus and Caelus in arena because the plume color is harder to parse out with icons that small. But the fact that Antony, Pacorus, and others all still has a place warms my heart... wait, we're still replacing Agrippa/Cleo? Yes that's a good thing, make it easier for new players to catch up but without upsetting the meta. And old accounts still get something out if it, namely more manpower to send on senate missions (since our top six our now constantly on invasion duty) as well as two additional items for the team and various other resources.

By "replace Pacorus as stepping stone" I mean that phase between having only our commander and purchasing our first high quality general (Pompey, Mithridates or Belisarius). If a player thinks that he needs some help to overcome difficulty or boredom or whatever else, Pacorus was the go-to recommendation.
Having access to Caelus bridges that gap (and effectively eliminates Pompey from the pool of first choices). But this doesn't mean that you can still get him for the reasons you and stoic pointed out.

It still has some potential... ah, very right. still wonder after years why they skipped like 4-5 centuries of crazy roman typical mindset content (gain land - death - civil war - lose land - repeat)
