I used the obvious path of passing through the two central cities. I tore through the enemy formations in my way and traded / took every white halo available.
Note: The coastal group summons reinforcements if you refuse to pay or they refuse to let you go.
Normal:
You can pay any of the two coastal robber groups off with 1,000 copper. (I think both are good with you because I didn't replay to check the northern group.)
So, just tear through the robber group to their left for the coins. => Pay off any one coastal group.
Hard:
Pay the group to their left with 500 copper => Tear through the northern group, including their reinforcements. Avoid touching the southern group.
Note: I recommend attacking the northern group because they feel more conveniently placed in our way. It's probably harder to move south and avoid the northern group.
