I was wrong with the minimum skills!

The board_mindmg is not multiplied with the formation. And with a general the mindmg can be replaced by ★*5.

It barely happens, but I noticed by the time a fresh cavalry hitting less than 10dmg. My testing was wrong and could not show a maximum damage.
