Hey there.
I was curious what u guys think the best navy general might be since I'm not sure which to buy really. Whenever I played Nelson in a campaign he seemed quite weak, he got 5*@Navy but then again only +1movement with ship in skills, banner and even an Artillery skill, the skills r way too spread out so whats the alternatives?

There are no top of the line generals in the navy branch in European war 4. Even the tier 3 are not worth it imo.
You can find a few ok ones but nothing of the caliber of the land based ones. I'll stick to kate unless you got emblems to burn.

I think Kate has the best skill set for navy. Even better than Nelson, Jervis, and Treville, imo.

Kate = Free & easy to get. (Was my 1st princess, everyone can get her under 45 rounds by doing 1775 conquest, I used GB as I didn't want to fight too many fronts)
During some naval scenarios, when there are a lot of enemy ships, I'll just popped her onto a battleship, equipped her with Bow Chaser (+4 attack) and Figurehead (+2 defence) then parked her in a level 3 port and watch her blow the enemy ships apart one by one. LOL.
Kate Stats:
Inf : 0 Cav : 0 Arty : 2 Navy : 3 Fort : 3 Trade : 2 Move : 2 Trg : 4
Cost: Free
Skills:
Steersman Navigation Fireproof
She comes as a 3 stars in Navy, just regroup her with two navy trainers to get 5 stars and we will be good to go. She can also be trained 4 times in a single scenario, which means she can be "healed" without using medi kits.
During major naval battles, Ill usually have Collingwood to back her up.
Collingwood's Stats:
Inf : 0 Cav : 0 Arty : 4 Navy : 4 Fort : 1 Trade : 2 Move : 2 Trg : 2
Cost : 925 medals
Skills:
Navigation Ballistics Fireproof
Collingwood is a cheap back up naval general for Kate. He comes with 4 stars, so we will just need another navy trainer to boost him to five stars. Like Kanue mentioned, Nelson, Jervis and Treville are too costly (emblems) with a mismatch of skill sets that are not focused on naval battles.
I believed most players will never spend emblems on a navy general.

ksb, Sidney is better (and way cheaper) than Collingwood. He has Steersman, Navigation, Sailor, and 4 navy stars with the price of 670 (if I remember correctly).

Laurent de Gouvion , You are right bro. I just checked a chart. Sidney is indeed cheaper but at 870 medals though.

I think the main reason why I got Collingwood back then was because I needed another arty general. Collingwood came with 4 stars in Navy and 4 stars in arty, so I thought he was a steal at 925 medals compared to Sidney's who is at 870 medals but only good in naval battles.
Thanks anyway, I had a second closer look at Sidney and he is indeed the non emblem version of Suvorov/Moreau for naval battles with his naval focused skill sets.

Best Navy is Sidney 5 star navy with Fire Truck and Snare Drum. When Healing: Replace Fire Truck with Army Tent When Battling: Replace Snare Drum with Bow Chaser When Battling on low health: Replace Bow Chaser with Snare Drum When Travelling: Replace Fire Truck and Snare Drum with 2 Propellers Therefore, I conclude Items are OP

Personally, I use Brueys, who is basically good at Navy an nothing else:
Navy: 4 Movement: 2 Fort: 1 All the others: 0
Skills: Navigation Transport

I forgot who he is, I think the old british man is conquest 1798 is the best. steersman for damage deduction and siege for attacking cities near the sea. If you are talking about just ship vs ship, kate should be better, four training, fire proof, steersman, and navigation make her so hard to kill.

Sidney is good with good movement and damage output. I'd rank him after Nelson and he could be brought with medals.

Kate is the best pure navy by a wide margin, however she is useless on land. Sidney, Jervis, and Treville are the next best pure navy (also useless on land)
Nelson is easily the best navy-land hybrid.
In tier 2, Ushakov, Hood, and Duckworth are all acceptable. Hood/Duckworth are better than Ushakov on navy, but worse on artillery.
I have 7 slots and I bought hood, just because I wanted a navy focused hybrid since I have sufficient art gens already. And unlike Sidney he can be used on land, and is actually pretty good since you bomb cities with artillery a lot. So if you use Hood/Duckworth right (avoid fighting in terrain, go for cities), they can be almost as good as Ushakov. But only get any navy gen if you have at least six slots (Nelson is the exception).

What about Collingwood? 4 stars on navy and artillery to start. I consider Collingwood pure navy as ballistics is useless, but 4 stars artillery is nothing to scoff at. At the point of the game that I’m in, stars don’t really matter, so I kinda overlooked him. However, if you need a navy hybrid for campaign, he can be pretty good. Though in that case Ushakov is probably your best bet because he starts with five stars in navy and starts alright on artillery.

Ushakov is probably a little better as accuracy trumps explosives and ballistics. Ballistics is actually useless cause the minimum damage is almost always based on the generals stars. For instance, if a general has 4 stars artillery, multiply that by 5 and you get 20. Minimum damage of light arty is 1, and 20>1. As you can see the actual stat rarely ever matters. In fact, Erich von Manstein says it is only useful if Franquemont or Fonatelli are commanding Prussian or Austrian heavy artillery. And even then, the minimum damage stat isn’t very useful since it isn’t multiplied by the formation. Otoh, the maximum is multiplied by the formation, therefore it matters wayyy more (this also makes explosives/surprise/formation not useless). See here for more information
