Based on Izumo-no-Okuni's skills, Okuni can take the sword and horse from the Female Castellan series (Ii Naotora). They will boost her Frontline Leadership and Logistics Expert skills respectively, on top of the +1 Active Skill level buff for a pair. Okuni's active is an atk buff for one ally.
Skill-wise, Okuni looks like a good substitute, but performance wise, I'd rather give the horse to Matsu so that Mastu can be a good attacker-healer gen.
Thoughts?

Not really worthwhile imo. I gave Hyakuman Isshin to Yoshihisa and the sword and armor of Female Castellan to Motonari. Yoshihisa gets to use his active every 3 turns like this and Motonari gets his active boosted too and has better damage than with Hyakuman Isshin. Much better than Okuni getting a +5% damage boost on her active. I also don't think she'll likely see the field until like turn 20+ with my playstyle anyway.
I think that the horse should go to Masakage since he's probably the best 4 adapt cav.

Matsu can't be a good attacker-healer gen in any case because she sucks as an attacker, and she's not going to get top-tier equipment to change that. She can be somewhat useful as a healer, but given she already has level 3, does she even need the horse to use her active? Okuni seems mildly more useful as a supporting general, but also bad at combat, so she also doesn't really need the horse. It seems like the question should be, is boosting Okuni's active better than using the horse elsewhere? Noting that the armor is also F2P, I think you're better off giving Okuni the sword and trying to pair the horse and armor.
Having said that, I'm somewhat biased. I think the himes are all meh and don't use any of them.

I mean, it's not like they're so helpful that they matter in the first 0-10 turns. They usually come out on like turn 15-20. I use a ton of teppo/cavalry in conquests so they're really the only feasible himes I deploy (Though I could do the others if I'm seriously going for low turncount). They're mildly useful but not THAT important.
