Guys Ive seen various commemts on the Soviet non IAPs and so i checked some youtubers opinions and i cant choose one wiithin them

It should be Rokossovsky v. Vatutin because these two are tank gens while Govorov (and Konev) is an arty gen.
Vatutin is the better damage-per-second tank gen due to his skills and additional *. In case of tight budgets, Rokossovsky can live longer if you heal him.
Rokossovsky is good as a heavy tank gen because the Panzer Leader skill increases the odds of hitting again after destroying units. This is his trump card against Vatutin's DPS superiority.
Govorov is a better arty gen than Konev, because if his additional * and focused (and good) skills. I don't even have Konev even though I bought many gens.

Agree with Nobunaga that the question is incorrect, you've got two apples and an Orange. Govorov is the best F2P artillery general in the game and it isn't close (in that sense, I guess there's an argument that he's the best). The question should be Rokossovsky vs Vatutin vs Montgomery. I think Roko clearly wins that one. I'll admit I don't know how much difference Vatutin's extra star makes, but: Vatutin has level 1 anti-armor, Roko has level 2,which makes him just better against the toughest enemy units. +12 flat damage for Vatutin is nothing to sneeze at, but Roko has 24% second attack chance (not just after destroying an enemy), which means just about 24% more damage. And his third skill is no game-changer but situationally helpful, while Vatutin's is meh. Roko wins on all three skills. Monty is overrated and I'm not going to waste a post on him. I think Roko wins against everyone.
Konev is great in WC4 but in GG3 he's disappointly bad. Only a few three stars and no useful skills. Chuikov at least is clearly better.

Talking about Vatutin,I suprised that there are no good analysis on Vatutin nor is there much people using him other than Patton. Currently from what i can tell from using him.He's the Kuribayashi of tanks .High damage but really sluggish and fragile.I might have to test him with Patton to see which whether Patton is overrated or Vatutin just that bad
