made me think about who's actually a good choice and after running some tests, here's the detailed answer:
Ships have levels and stacks.
A ship's level is equal to that of the land unit. The level influences atk and def as well as perks, but the troops number is taken directly from the corresponding land unit. This means a lv17 ashigaru has better stats than a lv9 DoP combined with the same ship.
And even though we only see one ship, it has the same stacks as the corresponding land unit. The multipliers (only relevant for atk stat) are 1, 1.2 and 1.4 for 1/2/3 stacks.
If we go to the unit->ships screen, we can see the values for all our ships, more precisely their lv0 basic stats for a single stack.
Adaptability calculation depends on ship type.
Light Sailing Ship, Flame Atakebune, 1000 koku ship use ship adaptability as primary and archer adaptability as secondary source.
Teppo Bune uses ship adaptability as primary and musket adaptability as secondary source.
all the other ships (BB, AB, IPA, HCS, LaSS) use ship adaptability as primary and war gear adaptability as secondary source.
In order to get the overall adaptability factor, you have to add the primary and secondary value like this: (1+0.pp+0.ss)
With these basics covered, we can go to the generals handbook and see who's a good admiral in terms of overall adaptability>1.17:

It should be noted that Kuki and Murakami also have skills that further improve a ship's performance, cementing them as the best admirals who should thus receive our best ships. Chosokabe is doing exceptionally well with either flame atakebune or thousand koku ship. Mori, Hojo, Otomo, Kuroda and the Shimazus are decent in times of need but their primary expertise is land battles.
This can also be said for most other generals: Don't get involved in ship to ship combat, just cross that river/strait/sea quickly and continue fighting on land.
