It's difficult to judge until we have a clear understanding what his special abilities do. But one thing is sure, I believe, Malinovsky is IAP Mere mortals don't have so many new skills.

No it was shown, that we get him from Challenge conquest Pass. With 150 Points. Before the next Conquest Update, it will be hard to get this amount of Points, but i think it is possible.

There is a slight inconvenience, I think. He doesn't have Raider among his default skills. I assume his forth skill should be quite good, so we have to decide whether we want Guerilla or Raider...

From the info we have he has guerilla, leader skill, organization(heals % of hp when unit is below 50%) and dominance which is the red skill. Dominance deals more dmg to demoralized enemies so I think rumor would work well in combination with his skill. Still have no clue what his blue lvl 5 skill is tho
I feel he can substitute any inf gen with the exception of iap or yama

As Stoic says, this is basically a better crowd tactics, but infantry should never be near other units in WC4, so what’s the use? In conquests and event modes, infantry are for defenseless cities, and the rest of the game are a sub-optimal choice, so what’s yalls reasoning?

In conquests and event modes, infantry are for defenseless cities, and the rest of the game are a sub-optimal choice, so what’s yalls reasoning? I think that Infantry in general is so underwhelming in WC4 that few (if any) things can remedy this successfully. Yet, the chance to increase the damage of our best Damage dealers not by flat points but by a certain % (16 or 20) seems, at least, to be interesting and worth trying. Yet, as you pointed out, you can't simply keep Malinovsky behind your troops. He should remain active to trigger this skill. And this a tricky part. All in all, I like the idea that we have a guy who works in synergy with other team members. And if we have Cold war challenge conquests soon enough we don't even need to go an extra mile to get him. I actually don't exclude that I'll give Crowd tactics to him as well. I believe these two skills stack..

It's pretty effective in addressing the survivability issue of infantry generals when paired with defense ribbon.

Malinovsky on Combat Medic or RPG Rocketeer seems the way to go, while Marshall and Simo probably have the best synergy with him. I may try grouping him (Combat Medic) with Marshall (RPG Rocketeer), Simo and Yamashita for fun.

Infantry underwhelming? Then I must be doing something wrong since Simo is my greatest damage dealer with 1083, followed by Chennault with 1044.🤣
