I'd say he's better than Bastico, with his first skill. Just don't forget to give him AA... I think that Bastico has quite a different style of playing with and set of skills. Hoth is more like List. But less demanding in terms of investment...

Inspiration v. Hoth's Dominance
Inspiration requires players to try to ensure that he gets the last blow to increase the odds of a morale boost. Hoth just requires players to flank (assuming even 1× drop is counted) or hit an enemy with a Rumour gen, then set Hoth on the enemy. This means a 75% chance of success (Rumour lvl 5) or 100% chance (flanking at minimum) with setting Hoth up versus Inspiration's 30% + RNG morale up chance. Of course, I must concede that we must set Hoth up every time, but as long as we can maintain Inspiration, the gen is good to go.
Against Bastico with his Retaliation, it is tough. Retaliation requires you to keep Bastico near a soft friendly, which may be harder to set up at times. In many cases, we'd rather spawn gens than soft units.
Not sure why Hoth because 2-5× better now, but he has a bright future ahead of him. I'd rather have Inspiration over Blitzkrieg, to be honest.

Most of the time our tank general just annihilate all junk around them and players rarely attack overpowered opponents before disabling them with Rumor or attacking them with Chennault's Air raid first. Besides Dominance is useless against forts, walls and, what is more important, Fortifications. I personally prefer Bastico to both Hoth and List. His unique skill is very easy to switch on and in comparison to the same skill of Sir Alan Brooke we can use it multiple times in these two turns. Together with Inspiration it does wonders and Bastico is my main damage dealer though Rommel has all important medals, higher rank, 3 Ribbons etc. Yet, both Goth and List are very good Tank generals, fair rivals to golden tier generals (but unlike golden tier generals fat chance that they ever get History chapters).

You forgot the new enemy buff that makes enemy units have 80% chance snap out of low morale and chaos, meaning that Hoth must always has someone to flank rumored enemies for him to keep dominance active, rendering the skill works better on generals like Manstein, Guderian, Zhukov, Konev or Reader, who have slots for both rumor and dominance on top of their core skills.

True, but I really hope they won't apply this buff everywhere. It is a complete devaluation of Rumor mechanics.
